Located in Detroit, MI, the Victors Substance Abuse Treatment (VSAT) Program is committed to facilitating recovery and wellness management skills for adolescent clients living with the challenges of cognitive impairment, and diagnosed with substance use or co-occurring disorders.

The VSAT Program works to teach young men improved personal, family, and community functioning. The program is a non-secure, residential substance use disorder treatment program for male clients ages 12-17. The program offers integrated recovery services for clients diagnosed with mild to moderate Substance Use and Mental Health Disorders. The program offers 1:5 waking hours staff ratio and 1:10 sleeping hours ratio.

Clients eligible for the VSAT program include those served by Wayne County Care Management Organizations and County Juvenile Justice or Department of Health and Human Services. Other intake criteria include clients with special education certifications of emotionally impaired, learning disable, educationally mentally impaired, clients whose intellectual quotient is 70 or lower, and on a case by case basis.
