As result of these PREA related incidents, the following corrective actions have been taken across programs:

  • A new protocol and decision making tree was developed for assigning housing to clients in double occupancy rooms at WSTC.
    • This was trained throughout the building and clients are now placed in dual occupancy rooms if they meet specified criteria.
  • A revised protocol was developed for the supervision and frequency of ‘room checks’ in the double occupancy rooms at WSTC.
    • This was trained throughout the midnight shift staff monitoring overnight safety/behavior of youth.
  • A new video surveillance camera was added to the WSTC kitchen area to decrease a blind-spot identified during the audit.
  • A new protocol for how staff will remove clients from the larger group or unit for phone calls and other program business, to include a larger group of 3-4 clients.
  • All staff will have a designated bedding assignment list for the clients in their living units and will be aware of clients being in assigned beds.  No staff is authorized to change bedding assignments without management review and approval.
  • Staff at the facility involved in the incidents were retrained on the following topics:
    • Red flags and warning signs of a youth at risk of abuse—early detection
    • Awareness and avoidance of ‘grooming’ behaviors or accidental appearance of grooming behaviors by staff in behaviors such as bringing candy, toys, ‘favors’ or other small gifts to youth.
    • Appropriate methods to search a client for contraband on the clients person, including safe and witnessed pat search by same gender staff.
    • Extra line of sight training for teachers in the classroom setting—be aware, alert, on the lookout for…how to respond.
    • Incident reporting and appropriate documentation of any/all incidents related to PREA.

PREA definitions based on National Institute of Corrections

Youth on Youth Non-Consensual Sexual Acts:

Contact of any person without his/her consent, or of a person who is unable to consent/refuse:

AND;         Contact between penis and the vagina or the penis and the anus including penetration, however slight;

OR;            Contact between mouth and penis, vagina, or anus;

OR;            Penetration of the anal or genital opening of another person by hand, finger, or other object.

Youth on Youth Abusive Sexual Contacts:  Contact of any person without his/her consent, or of a person who is unable to consent/refuse:

AND;           Intentional touching, either directly or through the clothing, of the genitalia, anus, groin, breast, inner thigh, or buttocks of any person. **Excludes incidents in which intent is not sexual contact, but aggression or acting out behavior.

Staff Sexual Misconduct:  Any behavior or act of a sexual nature directed toward a juvenile by an employee, intern, contractor, volunteer, office visitor, or other agency representative.  Sexual relationships of a romantic nature between staff and youth are included.   Consensual or nonconsensual sexual acts, including;  Intentional touching of the genitalia, anus, groin, breast, inner thigh, or buttocks with the intent to abuse, arouse, or gratify sexual desire;

OR;            Completed, attempted, threatened, or requested sexual acts;

OR;            Occurrences of indecent exposure, invasion of privacy, or staff voyeurism for sexual gratification.

Staff Sexual Harassment:  Repeated verbal statements or comments of a sexual nature to a juvenile by an employee, intern, contractor, volunteer, office visitor, or other agency representative.

Demeaning references to gender or derogatory comments about body and clothing;

OR;             Repeated profane or obscene language or gestures.
